Solution The installation process needs write permission to create the folders:
/components/com_paypalprous
/administrator/components/com_paypalprous

Also to create the files:
/administrator/components/com_virtuemart/classes/payment/ps_paypalprous.php
/administrator/components/com_virtuemart/classes/payment/ps_paypalprous.cfg.php

Also to overwrite the existing files:
/administrator/components/com_virtuemart/classes/ps_checkout.php
/components/com_virtuemart/themes/default/templates/checkout/list_payment_methods.tpl.php
/components/com_virtuemart/themes/default/templates/pages/shop.cart.tpl.php
